What is a management plan?

In order to ensure a definition, a program and monitoring of a National Nature Reserve (NNR), since decree N° 2005-491 of 18th May 2005, it has been compulsory to have a management tool. This is the management plan. Making it possible to draw up a diagnosis of the NNR in order to achieve precise objectives and apply management operations, the plan identifies and prioritizes the existing heritage, assesses the functions of the ecosystems, studies the socio-economic context and defines operational actions. Set up in collaboration with the actors in the field, the management plan of the NNR of the Pond of Saint-Paul is applicable for a period of five years (2015-2020) and has been approved through decree N° 2015-1640/SG/DRTCV of 10th September 2015 issued by the Prefect.

Priority objectives of the management plan

The challenges of managing the NNR of the Pond of Saint-Paul have been defined on the basis of the diagnosis. They are based on the ecological interests of the site and its integration within an anthropic and urban environment:

  • The hydraulic challenges and management of water (depth of water, management of the coastal strip, hydraulics):
  • Ensuring the efficient hydraulic functioning of the pond, in accordance with uses and needs;
  • Preserving and improving the quality of the waters of the pond;
  • Increasing knowledge.
  • The challenges of conservation and ecological management:  conservation of habitats, fight against invasive species, increasing knowledge:
  • Limiting or containing the spreading of invasive species;
  • Preserving remarkable species and habitats of wetlands or presenting a high heritage value;
  • Increasing knowledge
  • The socio-economic challenges: agriculture, fishing, leisure activities.
  • Promoting and supporting sustainable agriculture and animal husbandry;
  • Promoting the development of ecotourism projects in the zone;
  • Increasing knowledge
  • The socio-cultural challenges: Knowledge of the cultural and historical heritage, educational actions, associateive partnerships.
  • Regulating leisure and sports activities and the presence of the public in open spaces (accessibility for disabled persons);
  • Developing activities for studying the natural environment, welcome and awareness concerning conservation of natural environments;
  • Involving fishermen in the challenges of managing fishing resources;

  • The challenges of governance
  • Ensuring the appropriate running of the NNR of the Pond of Saint-Paul;
  • Ensuring the surveillance of the NNR of the Pond of Saint-Paul;
  • Ensuring the governance of the NNR of the Pond of Saint-Paul internally and with its external partners;
  • Ensuring communication concerning the NNR of the Pond of Saint-Paul, its challenges and its actions.
